Cosmetic Import Registration

Cosmetics are defined as any item that can be rubbed, poured, sprayed, sprinkled, or introduced into any area of the human body in order to promote beauty, attractiveness, or alter appearance under section 3(a) of the Drug and Cosmetic Act of 1940. If the specifications listed in the Ninth schedule or any other standards to guarantee safety and quality are not met, no one is allowed to make cosmetics

Application for Import of Cosmetics

A Form COS-1 application for registration of a cosmetic product planned for import into India must be submitted online through the Central Government’s portal viz., SUGAM.

COS 2

On being satisfied with the application and the submitted documents in COS 1 the licensing authority grants an import registration certificate in Form COS-2.

No cosmetics item may be imported into India unless the Central Licensing Authority has registered it in compliance with the regulations and Form COS-2 issued.

For the purpose of marketing, a cosmetic product must be imported into India with a completed COS-2 form from the applicant or manufacturer.

If the specifications listed in the Ninth schedule or any other standards to guarantee safety and quality are not met, no one is allowed to make cosmetics

Documents required to make import authorization request for Cosmetics include:

Products that have been tested on animals cannot be imported into India. It is also not allowed to import cosmetics that contain hexachlorophene and heavy metals (arsenic, lead and mercury) compounds.

The SLA must check the site and verify the information provided in the self-certification in Form COS-7 within 30 days of the date the licence granted, or they must permit any other officer reporting to them to do so.
On successful completion and fulfilment of all the requirements the manufacturing licence is granted within 45 days from the date of application submission, however in case of any deficiency the same is notified to the applicant within the 45 days.
The validity of the manufacturing licence is 5 years.
