What are the Documents Required for Cosmetic Import Registration in India?

Cover Letter

All the details including the purpose of submission of application for import license for grant of fresh or endorsement of product, manufacturing site information, fresh registration or re-registration, Product category, and product already registered or not should be mentioned in the cover letter.

Manufacturer Authorization

Name and address of the manufacturer and the manufacturing unit or authorized person in special cases as mentioned in Form COS-1 Name of cosmetics products and the address of its manufacturing site to be registered under the cosmetics rule, 2020.

Part 1 of the Second Schedule

Declaration or undertaking must be signed by the importer, authorized person, or manufacturer for the grant of import registration certificate.

Composition of Product

The name of the cosmetic and its ingredients with the reference standard must be signed by the authorized person by a competent authority.

Raw material as per Indian standard (IS) 4707 shall not be added to cosmetics.

Limits are there for the presence of any colours or additives, they should not exceed 2 parts per million (ppm) in the case of Arsenic Trioxide, 20 ppm in the case of lead, and 100 ppm for the presence of heavy metals.

Hexachlorophene should not be added to cosmetics during the manufacturing of the product. Any cosmetics products used in the area of an eye should not contain mercury beyond the limit of seven ppm of mercury and in the case of finished products the limit should not exceed above 1 ppm.

Labelling

Labeling for cosmetics products must include: -

  • Name of cosmetics.
  • Name and address of the manufacturer.
  • Name of the manufacturing country.
Labeling of cosmetics must include manufacturing and expiry date of product, batch number of manufactured product, lot number of product, manufacturing license number, declaration of presence of net content of ingredients, caution must be mentioned if any hazard exists, and import registration certificate number must be mentioned in the label of cosmetic products. Otherwise, no cosmetics shall be imported if labelling requirements do not comply with the standard set by the Bureau of Indian Standards which is covered under the Ninth Schedule.

Testing methods and limits specifications must comply with the Ninth Schedule or other provisions for maintaining quality standards under the cosmetics rule, 2020.

Manufacturing License

A manufacturing license or registration certificate must be submitted to the regulatory authority of the country of origin. If no provision is there for a manufacturing license, then a declaration or undertaking is required to be submitted by the authorized person or manufacturer.

Free Sale Certificate

A free sale certificate is a certificate that contains the information that the product is freely sold in the country you are exporting or importing the product.

A free sale certificate granted by the national regulatory authority of the country of origin of the manufacturer can be considered. If not issued by the national authority, then must submit the free sale certificate issued by the organization authenticated by the Indian embassy of the country of origin.

Declaration for Hexachlorophene and Heavy Metal

The declaration must be submitted by the manufacturer stating that the cosmetic products contain heavy metals and hexachlorophene in the specified limit as per the standard of cosmetic rule, 2020.

What Is The Process of Applying for Cosmetic Import Registration in India?

Below are the various steps that needs to be followed for applying Cosmetic Import Registration in India:

Visit the SUGAM portal and fill out the registration form for new registration.

Fill in all the details including the organization name, address of manufacturer, contact, and other information as asked.
