The Cosmetics Rules, 2020 define cosmetics broadly. All of the following product categories require appropriate licensing:
Skin Care Products Face creams, moisturisers, serums, face wash, toners, face masks, eye creams, sunscreens (non-therapeutic), body lotions, lip balms, and exfoliators
Hair Care Products Shampoos, conditioners, hair oils, hair masks, hair serums, hair colours, and styling products
Colour Cosmetics Lipsticks, foundations, eye shadows, mascaras, eyeliners, blushers, nail polishes, and highlighters
Fragrances Perfumes, deodorants, body mists, and attars (where classified as cosmetics)
Oral Care Toothpastes, mouthwashes, and teeth whitening products (cosmetic grade)
Baby Care Products Baby lotions, baby powders, baby shampoos, and baby wipes
Men’s Grooming Shaving creams, aftershaves, beard oils, and men’s skincare
Herbal, Ayurvedic, and Natural Cosmetics Plant-based skincare and haircare products not classified under Ayurvedic drug regulations — including traditional Rajasthani formulations using rose, saffron, sandalwood, neem, multani mitti, and other local botanicals
Important Note: Products making therapeutic or medicinal claims — such as anti-dandruff shampoos with active drug ingredients, medicated acne treatments, or Ayurvedic formulations classified as drugs — may require drug licences rather than cosmetic licences. Correct product classification is the essential first step.
